hhmm...tough one, but I'll say NO, although if someone comments, I like to see who they are and then read THEIR blog and follow them.....

Everyone is welcome to comment as long as they are not spamming me. And trolls are definitely unwelcome.

and here are more words. I have a follower that comments on every post and i love her and we have a wonderful email relationship, she does not have a blog. she was shocked when I answered her a year ago. she is one of my dearest blogger friends and she has no blog

However, I no longer allow "anonymous" comments because they are a recipe for a nightmare. When people don't have to back up their comments with an identity, they are likely to say nearly anything. I don't need that.

No. And I'm going to stop allowing Anonymous comments because I noticed just recently several spam-type comments on an old post when I was looking for a photo.
Yes I have a blog and don't care if my commentors have a blog or not. However, I do like to communicate with everyone who comments either by replying to an e-mail or stopping by their blog to comment. It helps to form a relationship.

No...I have family members who don't have a blog site but can leave me a comment by signing in as Anonymous, writing their comment and signing their name so I'll know who left it...

Just found your blog after seeing your comment on Susan Branch's....I don't blog (well in my mind I do all the time) but I do enjoy reading a few select blogs, so would hate to be denied because I didn't have one of my own. So much do to, so little time :)

All are more than welcome :) but I had to disallow anonymous comments due to spamming :/ I can't find a way around it.

No, I don't care if commenters blog or not, HOWEVER I don't look at comments from 'anonymous', so if they have a blog they at least have an identity I can check out.
